249 PENNSYLVANIA AVE 94107 124 units · 124 affordableThe proposed project is to construct a 9-story, 124-unit affordable, large family, housing building. At least 25% of the units will be 2-BR and 3BR each. At least 30% of the units will be 30%-AMI and permanently supportive. The remaining units, excluding the manager's unit, will be 50% AMI. The site is steeply sloped at approximately 10% along Pennsylvania Avenue. The main residential entry is at the first story near the street intersection. Residential services and amenities, including community room, property, manager and social services offices, bike parking, building utilities and storage are located on the first story. The second story includes residential units as well as the laundry room, ancillary community room, and an exit from the stories above. The third story includes residential units, a family day care unit, and the electrical room. The fourth through ninth story are similar and primarily contain residential units. The roof contains building utilities within an enclosed mechanical penthouse or visual / acoustical enclosure, a vegetated roof to mitigate stormwater, and photovoltaic panels. The roof will not be occupied except by for maintenance. Open space is located in a courtyard facing Pennsylvania Avenue on the on grade on the first story and over structure on the second story. Additional open space for stormwater treatment and for the family day care is located at level 3 at the south end of the site. The site is currently vacant with no existing uses or structures. The site is partially excavated and retained and contains existing retaining walls, shoring, slabs on grade, and perimeter fencing.

3275 SAN BRUNO AVE 94134 45 units · 5 affordableThe proposed project site is located east of San Bruno Avenue, west of the Bayshore Freeway, north of the intersection of Ordway Street and San Bruno Avenue, and south of the intersection of Mansell Street and San Bruno Avenue, and is composed of six parcels (block 5478, lots 003, 004, 005, 006, 007, 008). The project site is approximately 25,180 square feet (approximately 0.58 acres) in area. The site contains a billboard and is adjacent to a bus stop, but is otherwise vacant. The proposed project would merge the six lots into one and construct three new residential buildings with a total of 45 dwelling units, consisting of a 10-unit, three-story, approximately 10,090 gross square feet (gsf), approximately 29-foot-tall building at 3255 San Bruno Avenue; a 17-unit, three-story, approximately 14,890 gsf, approximately 33-foot-tall building at 3303 San Bruno Avenue; and an 18 unit, three-story, approximately 17,370 gsf, approximately 34-foot-tall building at 3333 San Bruno Avenue. Two of the buildings would include garage-level car parking spaces as follows: three spaces in 3255 San Bruno Avenue and 11 spaces in 3333 San Bruno. South of 3255 San Bruno, and the existing billboard, the project would include the construction of a proposed open space totaling approximately 8,950 square feet in area zoned as P(Public), which consists of easements for PG&E and SF Water. The existing billboard is located adjacent to the proposed 3255 San Bruno Avenue building and easements are located on portions of all six project site parcels. The easements take up approximately 8,220 square feet, or about 33 percent of the project area. A second open space totaling approximately 1,700 square feet in area would be added south of 3303 San Bruno Avenue and north of 3333 San Bruno Avenue, over the existing PG&E easement. The project would be supported by spread footing foundations and require 400 cubic yards of excavation for 3255 San Bruno Avenue, 380 cubic yards of excavation for 3303 San Bruno Avenue, and 420 cubic yards of excavation for 3333 San Bruno Avenue, for a total of 1,200 cubic yards of excavation. Construction is anticipated to take approximately 62 months. The project would need to relocate the existing bus stop approximately 5 feet south to accommodate the proposed curb cut for 3255 San Bruno. The project would be required to obtain a Street Improvement Permit from Public Works, and would need to coordinate with the bus stop advertiser for removal and installation of the existing bus shelter. The proposed project is seeking a density bonus, as well as waivers from planning code requirements related to rear yard, usable open space, large site citywide design standards, and ground floor residential; and concessions related to curb cuts, affordable housing tiers, and citywide design standards related to residential lobby entries.

The project was approved under SB 330 and SB 35 and State Density Bonus law for 450 group housing units with 185 units of affordable housing with 41 units earning up to 55% AMI, 129 units earning up to 80% AMI and 15 units earning up to 110% AMI. This modification results in a 5.6% decrease in unit count The project also seeks to modify the total square footage by reducing the development from 12 story building to an 11 story building, resulting in a reduction in GFA of 8.3% MOHCD AMI levels as of 4 Feb 2026: 58 @ 40%; 150 @ 80%; 217 @ 100%

It will have 450 co-living units, ample and well designed indoor and outdoor common spaces, lively ground floor retail and amenity spaces, and parking for both bikes and cars. The project will use both SB-35 and the State Density Bonus to increase density and on-site affordabilty. Fifty three percent (53%) of the units will be affordable, for a total of 239 affordable units. Affordable units will be offered at various tiers: 40 units at 50-55% AMI, 185 at 80% AMI, and 14 at 110% AMI.
