The project site is a 3,571-square-foot parcel in the Nob Hill neighborhood. The project site is occupied by an existing 30-foot-tall, three-story, single-family residence that is approximately 3,050 square feet in size with two off-street parking spaces. Immediately east of the project site is a lower playground area of the Betty Ann Ong Recreation Center that is approximately 6 to 20 feet lower than the subject property’s rear yard. The change in elevation is supported by a retaining wall ranging between 6 to 20 feet that extends the length of the playground.
Utilizing the state density bonus program, the project sponsor proposes the demolition of the existing single-family residence and construction of a 40-foot-tall (50-foot-tall with penthouses), four-story over basement residential building containing 10 for-sale townhouses and one off-street van parking space. The proposed building would be approximately 12,312 square feet in size. Each of the 10 residential units would be 4 stories and would include a penthouse and roof deck. The proposed front unit along Washington Street would be approximately 2,070 square feet in size with three bedrooms while the nine rear units would be approximately 940 square feet with two bedrooms. The proposed roof decks would include approximately 7-foot-tall privacy walls and there would be a mini-split heat pump (condenser unit) on the roof of each unit.
Access to the proposed units would be from a 5-foot-wide pathway that would step up along the eastern edge of the property. The proposed pathway would include a bicycle ramp. Each unit would be equipped with an exterior hoist to facilitate the moving of furniture and other bulky items from the outside. The project would include 10 class 1 bicycle parking spaces and there would be 1 class 2 bicycle parking space on the sidewalk in front of project site. The existing 13-foot-wide curb cut would be reduced to a 10-foot-wide curb cut. The 6 existing trees on the subject property would be removed and the project would plant two trees in front of the project site. Trash and recycling for the proposed building would be located in the shared garage space located at the street level basement.
The proposed development would be supported on micropiles. The project would require approximately 130 cubic yards of excavation with a depth of approximately 12.5 feet below ground surface. Construction duration is approximately 15 months.

The lot is occupied by a two-story 10,020-gross-square-foot, commercial building constructed in 1900, and a small surface parking lot with seven parking spaces. The site is adjacent to a mixed-use, four-story apartment building at 1424-1428 Polk Street that is an historic resource.
The proposed project would demolish the existing commercial building constructed in 1900, and construct an eight-story over partial basement (lower ground level), approximately 80-foot-tall (88-foot with penthouse), 106,733 gross-square-foot mixed-use building including 9,823 gross square-feet of ground floor commercial and 100 dwelling units. The partial basement would contain 101 Class 1 and no vehicle parking. The proposed project would include 20 studio units, 29 one-bedroom units, 39 two-bedroom units and 12 three-bedroom units.
The proposed project would include 10 class 2 bicycle spaces on the sidewalks along California Street and Polk Street. An existing curb cut at the eastern edge of the property along California Street would be converted to an on-street parking space. An existing on-street parking space on California street would be converted to a white passenger loading zone. The proposed project would include a new 3-foot permeable paver strip along the southwest corner of the project site and new 3-feet by 3-feet scored concrete sidewalk within the northern and western sides of the project site. The existing bulb out and curb ramps at the corner of California and Polk streets would remain. The proposed project would include new landscaping consisting of five new street trees along California Street and one new street tree on Polk Street and 10 Class 2 bicycle parking spaces.
The project proposes to use the State Density Bonus Law to permit seven bonus units (93 units are principally permitted) and is requesting waivers from: 1) Rear Yard (Section 134), 2) Open Space (Section 135), 3) Exposure (Section 140), and 4) Bulk (Section 270); additionally the project sponsor requests one incentive or concession from Ground Floor Ceiling Height (Section 145.1). The project sponsor is seeking a Conditional Use Authorization pursuant to Planning Code Sections 121.1, 121.7, and 303.
Construction of the building would take place over a period two years. The proposed building would be supported on a mat foundation over drilled displacement piers for ground improvement, as recommend in the geotechnical report. The Broadway building would also include 2,640 square feet of common open space on the rooftop. Select dwelling units would also have a private terrace.
The Montgomery building would be seven stories (64 feet) tall with one basement level and would contain a
17-space basement parking garage in the basement level, approximately 2,150 square feet of design professional office space and 1,150 square feet of retail space on floor 1 (street level), approximately 2,100 square feet of design professional office and three residential units on floor 2, and 25 residential units on floors 3 to 7 (i.e., five residences per floor). The Montgomery building rooftop would be solar-ready to accommodate solar panels. The two proposed buildings would be separated by Verdi Alley, which is a public right-of-way that extends west from Montgomery Street for approximately 58 feet and a private alley following the western terminus of the public
right-of-way; the private segment of the alley is burdened with a below-grade sewer easement held by the San Francisco Public Utilities Commission. The private segment of Verdi Alley would provide project open space, and the public segment would provide pedestrian access to the residential and office lobbies in the Montgomery building and vehicular access for emergency services, deliveries, trash pick-ups, and maintenance of the
below-grade sewer.
In total, the proposed project includes approximately 52,365 gross square feet of residential use, 4,940 gross square feet of retail use, and 17,995 gross square feet of design professional office use. The dwelling unit mix would comprise of 16 one-bedroom units, 21 two-bedroom units, and five three-bedroom units. Of the 42 total residential units, six of the units would be affordable units. The proposed project would include 17 vehicular residential parking spaces, 47 secure class 1 bicycle parking spaces and 7 class 2 parking spaces along the project’s frontage on Broadway and Montgomery Street. Neither building would include back-up diesel generators. The existing commercial loading zone on Broadway would be retained.
The proposed project would be supported by a mat foundation. Construction of the project would disturb approximately 13,641 square feet of soil and require excavation to a depth of 15 feet below ground surface, except at the location of vehicle stackers and elevator pits, which would have a maximum depth of 21 feet. The project would excavate approximately 6,997 cubic yards of soil. Project construction is anticipated to last 26 months.
